Mohammad Haroon

Mohammad Haroon started his career in HM Government in the UK and has worked in several national delivery and policy roles in HM Treasury and the Departments of Health and Education. He was the Bill Manager for the major Disability Discrimination Act 1995, he led the United Kingdom Delegation in successfully negotiating the international World Health Organisation Treaty- The Framework Convention on Tobacco Control (FCTC) – the world’s first modern-day global public health treaty. He has negotiated EU Health Directives and been the Senior UK Official at EU Council of Health Minister meetings. He was the architect of the new Smoking Cessation Clinics across the National Health Service in England – a global first at the time. He led the national Connexions service supporting young people in secondary schools across England. He has sat as NED on the Boards of both a District and County Councils as well as on the Board of Premier Health Trust. He has given his time freely in the charity sector having served on the Boards of many charities including the Scarman Trust and OneVoice Europe as well working with the police locally/regionally and chairing local charities. A highly experienced senior leader with a record of 20+ years of delivery, who has led wide ranging multidisciplinary teams in fast moving and complex business environments in different sectors. He also has wide ranging commercial experience in logistics, education, land development and delivering commercialisation in a local authority setting. He currently holds posts in the voluntary and private sectors.


Dr Rosena Allin-Khan:  MP A&E Doctor, Shadow Minister for Mental Health

Interview: Mental Health in Communities: Building Bridges
Rosena Allin-Khan is a British politician and doctor who has served as Member of Parliament for Tooting since the 2016 by-election, and Shadow Minister for Mental Health since 2020. She stood as a candidate for the 2020 Labour Party deputy leadership election, ultimately coming second to Angela Rayner. She was previously Shadow Minister for Sport between October 2016 and January 2020.
After qualifying as a doctor from the University of Cambridge, Allin-Khan worked at the Royal London and Homerton Hospitals. She went on to complete a Master’s degree in Public Health. Following this, she worked as a humanitarian aid doctor in Gaza and Israel, Africa, and Asia.
Prior to her election to the House of Commons, she worked as a junior doctor in the accident and emergency department at St George’s Hospital in Tooting. Allin-Khan, as well as her parliamentary and ministerial work, continues to work occasional shifts at St George’s Hospital during parliamentary recesses.


Neil Carr OBE : Chief Executive, Midlands Partnership NHS Foundation Trust

Speech Title : Challenges in Providing Mental Health Care

Neil Carr joined South Staffordshire Healthcare NHS Trust at its inception in 2001 and became its Chief Executive Officer in 2007. A nurse by background with significant interest in strategic and transformational leadership and mental health strategy. Instrumental in delivering one of the first mental health foundation trusts and in 2007 led the first successful acquisition to create South Staffordshire and Shropshire Healthcare NHS Foundation Trust (SSSFT). Neil is a keen advocate of innovative partnerships and using foundation trust freedoms. Neil was awarded the OBE for services to healthcare and holds an Honorary Doctorate for his contribution to leadership in health care. In April 2010 he was awarded a Fellowship of the Royal College of Nursing in recognition of an exceptional contribution to leadership. In July 2017 Neil commenced as Chief Executive at Staffordshire and Stoke on Trent Partnership NHS Trust (SSoTP) in addition to his substantive role within SSSFT. On 1 June 2018 Neil became Chief Executive of Midlands Partnership NHS Foundation Trust (MPFT), an organisation created by the merger (by acquisition) of SSoTP by SSSFT.

Sister Najeeha Al Azkah Siddiqi : Medical Student, University College London

Najeeha is going into her third year of medical school at the University College London and is the eldest child of Shaykh Faiz Ul Aqtab Siddiqi. She enjoys reading, taking walks and debating.



Haji Annes Fatehmohamed : Consultant Accounts Manager, Senior Hijaz Mentor

Haji Annes is an accomplished saxophonist and has over 20 year’s experience playing music internationally as a professional musician. Having been involved heavily in the music scene, he began to find that most modern music encourages immoral behaviour or is overly manufactured, hollow and lacking in the true artistic expression of the soul. Haji Annes has recently begun playing the flute as a means to express love and union with the Creator and His Beloved of creation. He considers himself a student of spiritual music. Professionally, Haji Annes offers consultancy services doing the accounts for a portfolio of commercial businesses and voluntarily provides accounting services for several charities, including Hijaz. Along with his wife and beloved daughter, Haji Annes migrated from Holland to UK to devote himself to the progress of Hijaz and its mission. He is a beloved member of the Hijaz Community and has spent over 15 years mentoring hundreds of people to help them in their personal development and forge a deeper connection to their journey to God.





Dr Rene Keet : Psychiatrist and Director of European Community Mental Health Services network (EUCOMS)

Speech Title : Mental Health in Europe

Dr. Rene Keet is the Chair of the European Community Mental Health Services network, which brings together 61 partners from 21 countries (EUCOMS, He is a director at the community mental health service GGZ-Noord-Holland-Noord in The Netherlands – one of the best rated mental health services in the country. He leads the FIT Academy (Flexible, Innovative Top-ambulatory that provides training, e-learning, service evaluation and support to international projects on community mental health care. In addition, Dr Keet is Member of the Council Clinical Leaders of the International Initiative on Mental Health Leadership (IIMHL). Throughout his career, Dr Keet focused promoting recovery in mental health by bridging the gap between leadership, academic expertise and the work floor in psychiatry – and has always worked in these three worlds. He has a substantial track record in management and expert supervision of community mental health teams and on intersectoral partnerships & policy dialogues. In his work, Dr Keet has consistently pursued innovation, he is an early adopter in online communication with patients and colleagues. He actively employs and promotes digital solutions aimed at narrowing the treatment gap in mental health and promote recovery. In his current capacity, he also provides leadership and mentorship to other mental health professionals, including psychiatrists and nurse practitioners, and facilitates peer information exchanges between care providers. Dr Keet is a psychiatrist and holds a PhD in public health and and MSc in epidemiology.

Maulana Mohammed Shabaz  : Islamic Scholar, Director of Education, Hijaz World

Speech Title : How an Islamic Routine Nurtures Mental Well-being

Maulana Mohammed Shabaz is a graduate of Hijaz College and a teacher of Quran Shareef, Hadith Studies and Islamic Kalam. He received his Islamic qualifications at the age of 22 years in 2010.  He is the Chief Administrator for the international Hijaz WORLD Post Production team. He is an avid reader, researcher and student of many Islamic spiritual works and is involved in translation works on Islamic subjects. He is a dedicated and beloved member of Hijaz Community and has been serving the Muslim community as a teacher for over a decade and is well loved by all of his students.

Dr Asim Yusuf  : Islamic Scholar and Consultant Psychiatrist

Speech Title : Islam and Mental Health

Shaykh Dr Asim Yusuf, who goes by the pen-name of Talib al-Habib, is a Consultant Psychiatrist with a special interest in Islamic Spirituality and Mental Health. He is acknowledged as an authority on Islamic Psychology and is regularly invited to deliver lectures and seminars on the subject. He serves on the advisory panel of the Centre for Islam and Medicine, as well as in an advisory capacity to a number of community initiatives and charities. He is the founder and director of the Path to Salvation Diploma in Classical Islamic Studies, the Sacred Texts Syllabus, and of the Islamic Ethics and Global Citizenship Initiative. He has authored four books on diverse aspects of Islam, with a focus on classical spirituality. He has received twenty years of rigorous theological training at the hands of leading scholars of Islamic law and spirituality. He has been granted ijazaat (formal authorizations) to instruct students in the art and science of Islamic thought by over thirty scholars from four continents, and has taught thousands of students across the country and overseas. He was born in London and grew up in Manchester, before emigrating to South Africa with his family for a ten year stay. He returned to the UK in early 2002, where he has lived ever since. Currently, he lives in the West Midlands with his family and two cats.

Shaykh Noorul Aqtab Siddiqi Islamic Scholar, Solicitor and Senior Partner, Artis Legal

Shaykh Noor ul Aqtab Siddiqi is the second eldest son of the Hazrat Allama Abdul Wabab Siddiqi (RA). He was born in Pakistan and came to the UK at a very early age. He had the privilege of having been taught various Islamic disciplines by his illustrious father.
As an Alim he has travelled all over the world and mesmerised audiences with his dynamic and inspirational speeches. As a solicitor he has worked for large provincial firms, until 1999 when he set up his own practice. He is now the Senior Partner of the practice, where he specialises in Civil and Commercial Litigation. He has been a litigator in various complex cases involving both the High Court and the Court Of Appeal.
Shaykh Noor also plays an active part in Hijaz, where he has taught and carried outfund raising projects. On Sundays he has spiritual surgery at the Jamia Islamia in Coventry, which was the original building from which the Hijaz mission was first initiated in the UK. This allows people to benefit from seeing Shaykh Noor on an individual basis so that he can receive personal and spiritual guidance.
